​​​​​​​​​​​​​​​​​Below are frequently asked questions for people who have been identified as the Pandemic EBT (P-EBT) Point of Contact (POC) for your institution. ​​In addition:

  • For help navigating the P3 portal, you can review the recorded training s​ession.
  • Once benefits are being issued, you will get an email invitation to office hours where POCs can get answers to specific questions​.

What is my primary role as a P-EBT Point of Contact?

If you have been identified as your institution's P-EBT Point of Contact (POC), your role is to confirm the P-EBT eligibility status of all qualifying students at your school. 

Visit the P-EBT POC Portal (P3) on a regular basis to review any pending cases requiring your attention.

  • ​​​For students with a "pending" status who are eligible for P-EBT, confirm if they received free or reduced-price school meals through the National School Lunch Program (NSLP) during the 2021-2022 school year.
  • Confirm the eligible student numbers are accurate based on ​your enrollment list from the 2021-2022 school year. 
  • As you review your list of approved and pending students, you may find some need to be added to P3. You can add these students directly or ask for help if a bulk number of students need to be added. This additional care and attention will help ensure all eligible students receive their P-EBT benefits in a timely manner.​
I work at a CEP or Provision 2 school and all my students are eligible for benefits. Do I still need to review students in P3?

​​Yes. If you are the Point of Contact for a CEP or Provision 2 school, you will ​still need to review your P3 dashboard which will display how many children are eligible from your institution. 

  • ​You will need to confirm the eligible student numbers are accurate based on your enrollment list from the 2021-2022 school year.

Does the student eligibility criteria for P-EBT cover the 2021-22 or 2022-23 school year?

​​Students are eligible for Summer 2022 P-EBT benefits if they received free or reduced-price meals through the NSLP or attended a CEP/Pro​vision 2 school during the 2021-2022 school year.​​​

How should I direct a parent or caretaker with questions about their child’s eligibility status?

​​​Please direct families with questions about the P-EBT to pebt.oregon.gov. Updates about the program will be posted there.

How do I create an account for the P-EBT POC Portal (P3)?

​​You don't have to register for an account in P3. You will receive an email with your username and temporary password.​

How do I reset my username or password for P3?

​​To reset your username or password:

  • Select "Forgot Username" or "Forgot Password" on the P3 login page.
  • You will be directed to enter the email address associated with your P3 account ​to reset your username or password.​​
Will students who received EIG and SSO get Summer 2022 PEBT benefits?

​​​Maybe. Students eligible for Oregon Expanded Income Guidelines (EIG) or whose school operated no-cost meals for all using the Seamless Summer Option (SSO) waiver in SY 2022 may qualify for Summer 2022 P-EBT if they meet any of these eligibility criteria: 

  1. If they previously received P-EBT benefits and were still enrolled in an NSLP school in May 2022
  2. If they were determined eligible to receive free or reduced-priced National School Lunch Program (NSLP) meals during the 2021-2022 school year using federal meal eligibility criteria
  3. If they were enrolled in a Community Eligibility Provision (CEP) school​ in May 2022. 
  4. Children under the age of 6 who received SNAP during the summer 2022 months 
Oregon EIG students do not qualify for federal free or reduced-price meals. Students enrolled in SSO school sites in May 2022 are not automatically eligible for P-EBT. ​
Are these benefits for the 2022-2023 school year?
​​​P-EBT are retroactive benefits provided to eligible children to provide additional food support to children whose access to quality food may have been impacted during the 2021-2022 school year. ​
When will the P-EBT benefits for Summer 2022 be issued?

​ODHS will initiate the process to get Summer 2022 P-EBT benefits in the last week of March. Most eligible children will receive a letter addressed to them in the mail, followed by the arrival of their individual P-EBT card between late March and the end of May. Based on the data from ODE and ODHS, we are anticipating to issue benefits for 389,309 students this Friday (3/24) and the pending students will be issued benefits in April and May as they are determined eligible and approved. ​

Where is the data for the children coming from? What address is going to be used to send the notices and issuances?
​There are two main sources for data: one is based on 2021-2022 student enrollment data from ODE (~500K students); the second is SNAP data from ODHS (~85K kids).  The addresses where the notices and cards will be mailed for approved students depends on the source. If there is data overlap, the SNAP mailing address will be used; if SNAP mailing address is not available, the residential address from May 2022 provided from the ODE student enrollment file will be used.
How can I change the address for a student if they don’t get the card or if their address is incorrect? When can I do it?
​PEBT POCs and parents/guardians will both be able to update addresses for students. If parents/guardians do not receive their letter or card, they can call the PEBT Call Center at (844) ORE-PEBT or (844) 673-7328 to update the address. 

The PEBT Call Center will be available for support starting Monday (3/27 at 8AM PST) until end of May. Additionally, PEBT POCs can login to the P3 portal and view/update the address for students in their school(s).​
My username and password is not working to log into P3. Now I’m locked out, what should I do?
​Try steps 1-4 below first. If this still doesn’t resolve your issue, please contact us at ​ebt.ebtschoolmeals@odhsoha.oregon.gov for assistance, along with your availability for a 15-20 min live session to troubleshoot. The PEBT Call Center will also be available for support starting Monday (3/27 at 8AM PST).
  1. If you see a blank or white page either with or without an error on it when you go to the P3 portal, check with your IT team that the link is not blocked by your school’s firewall.
  2. To make sure you are using the right username, select the “Forgot Username” link on the log in page and enter your work email address. This step will send an automated email to you with your username (check your spam or junk folder). Note: you may also use your work email address that was used to set up P3 or ONE account as an alternate option for the username.
  3. Once you have located your username and if you don’t remember your temporary or previous password, select the “Reset Password” link on the log in page. Enter in your work email address. This step will send you an email with a link that can be used to create a new password. Your new password should be between 12-24 characters, with at least 1 Uppercase letter, 1 lowercase letter, a number (1,2,3,4,5,6,7,8,9, etc.) and a special character (!,@,#,$,etc.)
  4. Make sure all extra spaces, before or after your information, are removed from the log in fields, especially if you have copied and pasted the text.​
