Added Endorsement Requirements at a Glance

This page explains how to qualify for an added endorsement or specialization in Oregon.*  It is intended for:

  • teachers who hold an Oregon Preliminary, Professional, Teacher Leader, or Legacy license and want to add an endorsement, and
  • teachers with a valid, active full license from another U.S. state or territory who are applying for their first Oregon Preliminary License.
Full license definition: A full license is a teaching license from another state or country that is not temporary, restricted, or provisional and that was earned by completing an approved teacher preparation program (or the equivalent).

To qualify for an added endorsement, licensed teachers must meet Oregon’s content knowledge requirements by passing an approved test or using an approved equivalency option. Some endorsements also require a district-supervised practicum, methods coursework, or completing an approved educator preparation program.

Completion of practicum or methods coursework is required if:

  • You hold an Oregon Preliminary teaching license an​d want to add this endorsement.

Completion of practicum or methods coursework is not required if:

  • You already hold an Oregon Professional, Teacher Leader or Legacy teaching license; or

If you have completed an approved program, or if you are applying for your first Oregon license with a full license from another state or country in the same endorsement area, you must meet the content knowledge requirements listed below.

Oregon-Approved Content Knowledge Tests at a Glance

The table below lists all currently approved content knowledge tests. For more details, please download the TSPC Test Guide.

Please note:

  • TSPC does not give tests directly.
  • Individuals enrolled in an Oregon-approved program are encouraged to consult with their program provider before registering for a test. 
  • Oregon educator tests are administered by approved testing companies.

    • ORELA tests are given by National Evaluation Services (NES)
    • Praxis tests are given by Educational Testing Service (ETS)

Adding Specializations

A specialization is different from an endorsement area. It indicates specialized expertise or preparation in an area the Commission recognizes as added value on a license.

A specialization is not required by TSPC to teach or work in the specialized area, while an endorsement is required to work in the subject-matter area.
