All-Hazards COML Course Information

PLEASE NOTE: Registering through this portal DOES NOT confirm a seat in the COML course. You must also submit proof of completion (transcripts are acceptable) of all of the following prerequisites: 

• IS-100, Introduction to the Incident Command System, ICS 100
• IS-200, Basic Incident Command System for Initial Response
• ICS-300, Intermediate Incident Command System for Expanding Incidents
• IS-700, An Introduction to the National Incident Management System
• IS-800, National Response Framework (NRF), An Introduction 
• Recommended: ICS-400, Advanced Incident Command System for Complex Incidents

Once these requirements have been verified, students confirmed for the course will receive an email from the class coordinator confirming their registration. Materials are due no later than March 8th. 

Students must also have a FEMA Student Identification (SID) number from the Center for Domestic Preparedness. Applicants who do not have an SID may register for an SID by going to https://cdp.dhs.gov/femasid/register. Applicants will receive their SID via email.

Seats for this course are limited and priority will be given to students serving public sector emergency response agencies with a geographic response area located in Oregon. Registrations will generally be confirmed on a first come, first serve basis. A waiting list will be established if needed. 

COURSE DESCRIPTION:

The All-Hazards Communications Unit Leader (COML) course trains emergency responders to serve as communications unit leaders during all-hazards emergency operations. COML responsibilities include developing plans to effectively use incident communications equipment and facilities, managing distribution of communications equipment to incident personnel, and coordinating the installation and testing of communications equipment. Since 2008, the Department of Homeland Security's Cybersecurity and Infrastructure Security Agency (CISA) has conducted COML courses across the nation and trained more than 3,900 public safety responders in this course.  This  4day course is limited to 30 students. Following course completion, each attendee will receive a Position Task Book that must be completed in accordance with the State of Oregon's COMU Program Guidance in order to achieve certification.
