Waste Water Specialist Trainee Registration Application Requirements
An applicant applying for a waste water specialist trainee registration may qualify by submiting an application, a copy of photo identification, application and registration fees, and proof of documenation of one of two options:
- An official transcript demonstrating attainment of a qualifying bachelor’s degree from an accredited college or university with at least 45 quarter hours or the equivalent semester hours in soil science courses;
Or…
- An official transcript demonstrating attainment of a qualifying graduate degree in soil science from an acredited college or university.

Waste Water Specialist Registration - Application Requirements
An applicant applying for a Waste Water Specialist registration may qualify by submiting an application, a copy of photo identification, application and registration fees, and proof of documenation by way of one of three pathways. The application can be found under "Forms" at the bottom of this page.
Pathway One: Qualification through Education and Experience
Bachelor's Degree - the applicant must:
- Submit an official transcript demonstrating attainment of a bachelor’s degree from an accredited college or university with at least 45 quarter hours or the equivalent semester hours in science courses. *Please note: If you are a trainee and have already submitted your transcripts, you do not need to resubmit your transcripts; and
- Submit proof of the equivalent of two years of experience in waste water treatment, disposal and reuse within this state under the supervision of a registered waste water specialist or equally qualified person as approved by the Board pursuant to OAR 338-010-0065(3); and
- Submit proof of having passed the Oregon Waste Water Specialist examination.
Graduate Degree - the applicant must:
- Submit an official transcript demonstrating attainment of a graduate degree in soil science from an accredited college or university; and
- Submit proof of the equivalent of one year of experience in waste water treatment, disposal and reuse within this state under the supervision of a registered waste water specialist or by an equally qualified person pursuant to OAR 338-010-0065(3); and
- Submit proof of having passed the Oregon Waste Water Specialist examination.
Pathway Two: Reciprocity
Reciprocity - the applicant must:
Submit an official transcript demonstrating attainment of either:
- A qualifying bachelor’s degree from an accredited college or university with at least 45 quarter hours or equivalent semester hours in soil science courses;
Or…
- A graduate degree in soil science from an accredited college or university;
And…
- Submit an affidavit of licensure demonstrating proof of an active registration as a waste water specialist with no current or pending disciplinary action. The registration must have been issued by a regulatory body of another state.
Pathway Three: Graduate Degree and Certification
Graduate Degree and Certification - the applicant must:

Submit an official transcript demonstrating attainment of a qualifying graduate degree in soil science from an accredited college or university;
and

Submit proof of current certification as a professional soil scientist;
and
-
Submit proof of having passed the Oregon Waste Water Specialist examination.
The exam is given on a walk-in basis at the Health Licensing Office, 1430 Tandem Ave. NE, Suite 180, Salem, OR 97301-2192. It is offered 9 a.m. to 1 p.m. Mondays-Fridays. Applicants will not be able to sit for an examination if they do not have the appropriate amount of time and should arrive as early as possible. Please review the identification requirements for testing and application.
Applicants for registration as a waste water specialist must pass the state-prepared waste water specialist examination within three years preceding the date of application for registration, unless they are applying for registration through reciprocity (already registered in another state).

State-prepared examination retake requirements
- The Health Licensing Office will notify each applicant whether the applicant passed or failed their examination.
- Upon written request to the board, any applicant may discuss performance on the examination.
- Any applicant who fails to make a passing grade on the examination may be allowed to take the examination a second time upon payment of the applicable fees. However, any applicant who fails the examination a second time must obtain special permission from the board to take the examination a third or subsequent time.
