Filling Gaps in the Children's Mental Health Service Array
For children through age 20 with complex mental health needs, Intensive In-Home Behavioral Health Treatment (IIBHT) offers more support and services than traditional outpatient services provide.
- Frequency of services is flexible and determined in collaboration with the youth and their families.
- Services include psychiatric services, medication management, mental health therapy, care coordination, skills training and peer support.
- A team of professionals covering each type of service is available for help.
IIBHT's goal is to get children the care they need with their family, at home. This way, children do not need to be removed from their home for care. This reduces out-of-home placements including for residential treatment and inpatient hospitalizations.
Who is IIBHT For?
IIBHT is available to Oregon Health Plan (OHP) members age 20 and under who are experiencing complex mental health needs
and meet one or more of the following criteria:
- Have intensive mental health needs which lead to increased conflict and crisis in the home, school and/or community
- Have had traumatic experiences that impact their ability to function in multiple domains
- Is at risk of psychiatric hospitalization or residential treatment due to intense behavioral health challenge
- Is losing their current living situation due to intense behavioral health challenges
- Is transferring back to their home or community from an out-of-home placement and needs increased services to support their mental health for successful transition
- Is at high risk of harm to themselves or others; or
- Needs more intense and frequent services that exceed what an outpatient setting can offer
- Has other risk factors impacting safety in the home or community
Who Offers IIBHT?
OHP members can
ask their coordinated care organization (CCO) about getting IIBHT for their family. Members not in a CCO can contact OHP Client Services.

How Does IIBHT Work?
IIBHT services are tailored to meet the individual needs of the child and family. They include access to a multidisciplinary team of professionals and 24/7 proactive and crisis response to the home. IIBHT providers will:
- Meet with the child and family within 3 days of being referred to the program. This is to assess the needs and collaboratively develop a treatment plan.
- Meet monthly with the child and family. This is to review progress, update treatment goals and safety plans.
Enrollment in IIBHT is not time-limited. Instead, enrollment is based on the individual needs of the child and their family.
